Damp Stone wall

I have a cottage with a 45 cm stone wall. 10 metres of stone wall is exterior and about 5 metres of it is along the the border of my property and has earth against it almost a meter above the floor level. The lower part of this wall seems damp. There was work to put in a DPC 25 years ago and most of the wall seems dry. I'm unsure whether to tank the damp bit and leave it at that or whether to try and create a gully on the neighbours's side to dry out the wall. A DPC seems unnecessary as most of the wall is dry inside. Finally the exterior walls are rendered.
