Damp on the walls & floor. Structural survey: 'problem internal'

I live in a ground floor flat. I have damp on the wall and floor in the sitting room and main corridor. I had a structural survey done which said the problem is most likely to be a leaking pipe under the floor that is raising up the wall. Who should I look for to get this sorted and how much is it likey to cost?
