I have internal damp patches in specific areas on my outside wall

I have always had damp around a small hall window and places up the stairway. Had the whole of the outside walls on the house, checked, repaired and re painted (rough cast exterior) about. 5 years ago, but the problem still persists. Need this problem fixed and then replaster the hall.
