How can I improve ventilation and allow my house to breathe?

My downstairs bathroom suffers from extreme condensation despite the efforts of extractor fan. Problem has worsened since using light reflecting paint. If I have room re-plastered how can I improve ventilation of the walls to avoid them turning black again?
