Damp Patch on external wall in front of external chimney

Damp patch below cornice above fireplace. When rain is heavy, patch spreads and water drips down chimney to hearth. Loft area above bone dry. The previous owners had the fireplace sealed and there was evidence of water ingress when room was first decorated 20 years ago. There was repairs to chimney and damp seal applied to internal wall when last decorated but the problem persists. Partial blocking of chimney has been in use due to draught prevention, ie bin bag of paper. Is it a problem with chimney or condensation?
