Damp falling from flat above

I am in process of completing on a flat but after further inspection, I have found that there is damp falling from the flat above into the top corner of one of the bedrooms. From the window you can see that the flat above has a concrete juliet balcony and that it is probably coming from there. Also, to the front of the flat, there is a cupboard next to the front door in which the ceiling of the cupboard looks also to be completely affected by damp, possibly caused by the same flat and potential bathroom issues there. The building is owned by the council - how do I recitify this? Is this problem too big to deal with? Do I need to engage the inhabitants of the flat above? Or is there a service I can use to recitify this before I go any further with the purchase?
