What is the best way to eliminate damp walls in a basement flat?

I have a basement flat built 1890 with some very damp walls both to the front and back of the property The front was supposedly treated for rising damp in 1998 but the company no longer trades. There is a high damp reading in the dividing wall between the front and back too. Any advice please, I have had a guy in who reckoned he could cure it but after one year its in exactly the same condition! Meanwhile I cannot rent it out.
