Severe ensuite condensation with streaks coming down the walls

Hi, We seem to have severe condensation problems in our ensuite! Over the last 12 months, we've noticed streaks of water have appeared on all of the walls and ceiling which is progressively getting worse. I've tried to damp proof the problem , however this doesn't appear to have worked. The house is 12 yrs old from new and have always had the window open when showering. The fan not so much , however since the problem this is used at all times now. I've checked for damp in the loft, under the insulation , down the cavity of the walls, but nothing!? I'm unsure who to ask? Plumber, Builder, Damp proof expert etc...Therefore would appreciate some direction in solving this issue before we decide to spend any money in having a new bathroom.
