Have water coming in through the top of our windows

We have recently had water coming through the area on the top of our windows,about an inch or two in from the window frame. the windows we have been told are ok and not leaking and one of the walls has been repointed,
do I need a builder to investigate?or damp proofer,
two windows affected kitchen and living room.
