New plastering on old walls causing paint to bubble

Hi, ive recetly had an extension done and the plaster was ripped off the original walls to.
however after re plastering and painting the original walls have damp (the paint is bubbling) but the new walls are fine. the builder has smoothed down and repainted 3 times but we cant stop the paint bubbling.
