Black mould on ceiling

I have black mould on my bedroom ceiling where it meets the external wall. One patch is rectangular, the rest are semi-circular patches. I also have mould where the top of the window meets the reveal and some water staining on the along the underside of the lintel. I say lintel but I have concrete gutters which I believe would act as the lintel. I’ve had two reputable roofers come and have a look – one says it’s condensation (replace felt and battens) and the other says it’s water ingress (fit a DPM under the bottom tiles). Both agree the gutters need lining. The solutions are very different and so are the quotes, so I’m confused as to what is the best thing to do. After looking online I’m wondering if I should just get the gutters removed altogether or is this just a third alternative but no guarantee of a proper resolution?
