How to fix damp smell in under-stairs cupboard

Our under-stairs cupboard has a horrible damp smell and we can't find its source. There are no signs of mould or water getting in on the walls inside or out. We had a lino down in the cupboard which has now been replace with carpet. Our living room floor was concrete with a thin magnesite layer on top (with no asbestos) then thermoplastic tiles and we assume this is the same for the cupboard as we can see thermoplastic tiles. A few of them have come up and are not there, We assume we do not have a damp proof membrane due to the age our house. Could this smell be damp rising through the gap in the tiles or does it sound like it could be something else? We had an epoxy resin layer put down in the living room on top of the concrete, then a thin screed, then a latex layer (because they mucked up the screed) with carpet on top. Do we have to do the same for the cupboard (and therefore our hallway)?
