I think I have penetrating damp. There are a couple of patches on wall which look a different colour/cold/damp and also a numbe of patches which ther paint is starting to crumble off.
I am presuming this is penetrating damp.
The external rendering appears very old and the outside looks visibly damp and looks to hold moisture.
Will re-rendering cure this problem?
