Damp in an under-pavement utility room

Damp and waterproofing experts Hello, my basement flat in victoria, central london, has a utility room converted from a below-pavement coal cellar. this space is permanently damp and even wet after heavy prolonged rainfall. i can live with this if only the walls and ceiling would not discolour so awfully. the installation of a proper damp-prove course is too expensive and would push the dampness into other areas. i understand that lime-based paint can cope with a damp surface as the paint allows it to breath. what is the best product to use and how best to remove the old emulsion paint on the walls ?
