Damp proof membrane for basement floor?

I have recently bought a Victorian basement flat where the walls have been damp proofed. When I had the solid wood flooring pulled up to install new engineered oak flooring it was clear that the concrete was damp. The floor installers laid PVA on the damp concerted and then a latex self levelling compound (universal secrete). Their proposal is to lay the following over the self levelling compound 1) liquid epoxy damp proof membrane 2) plastic sheet to act as a physical vapour membrane (I have been recommended oldroyd xs) 3) Fibreboard underlay 4) new engineered wood flooring My question is : Will a liquid damp proof membrane be effective over the latex self levelling compound floor covering or do I need to have the latex cracked and ripped out and then have the liquid damp proofing applied? Secondly what is an effective Liquid damp proof membrane (e.g. Ardex , Vandex )?
