Drainage solution for driveway, side of house

We have just purchased a 1930s semi detached house. We were advised on the survey that the driveway has been built level with the damp course and it should be two brick courses lower? There are signs of damp and we are looking for a cost effective solution to remedy this? There is a layer of concrete and block paving on top - we are considering removing the layers and placing gravel but we have been advised that installing a drain system may be a better option? Any advice would be greatly appreciated
