The colour of my walls are darkening - is this damp?

The colour of my paint is blue and it is becoming a lot darker in colour and in some corners white is showing through. This has started only this year , how much would it cost to get rid of it or is there anything that I could do at home?
Also, behind the TV the paint and plaster was crumbling a bit.
