This is happening because the nicotine which has gone into the walls is released by the damp. If you wash the surface that will remove what is on the top but then usually more will come through. So the only solution is to seal it in. You can use a stain block paint followed by emulsion, white for the ceiling normally, and whatever you like for the walls. But if you use oil based undercoat instead of the stainblock that will be cheaper for large areas. it will then need to be left overnight with ventilation before emulsioning. It can be smelly while drying but it will do a good lasting job. Make sure you cover everything up while painting.

Hello, try sugar soap first and , allow to dry, then paint or spray on stain block or oil undercoat, allow to dry, then emulsion in usual way. This should do the trick. George.

Hi Yvonne. There are two ways to deal with this problem. The cheapest is to paint the walls and ceiling With oil based undercoat or flat Matt. However this will leave a very strong odour and is Also not that easy to do as rolling with oil based Paint is very tricky and difficult to clean splashes etc.. The other alternative is to use a specialist nicotine stain blocker, Zinsser is particularly good, then paint over that with normal emulsion. This is the best method but the stain block can be expensive. Hope this helps. Richard Ward
