Preparation before painting

Can you fill hairline cracks which have come through lining paper with filler and then re-paint over, or would you need to remove lining paper and repair cracks? Have found a number of hairline cracks around internal windows and sills which appear to be under the lining paper and is causing the paint to crack. Presumably the original owner put lining paper over these existing cracks and painted to sell house. If I wanted to deal with these cracks, what should be the correct steps?

Hi James Unfortunately the paper needs to come off if you want to do the job correctly. Once off rake out cracks, wet & fill with caulk wiping off the excess leaving the caulk slightly sunken in crack. once dry over fill with polyfilla. Regards Dan
