Sealing external retaining wall.

Have a retaining wall, 1.5m high all around my property. Rendered brick,years of paint layers which is coming off. The wall holds back the surrounding earth/garden. Needs attention. What should be done? Best way economically to remove existing paint layers, what specialist sealer before painting?

Dare I say it...wire brush and lots of elbow grease then use a stabiliser prior to using high quality exterior masonry paint - dulux weathershield have the appropriate range. Paul
