Old mould behind wallpaper

I have stripped out a small piece of wallpaper and found light old mould, checked the walls regularly for dampness and there was none and there is no new mould. When hiring a painter - would the painter scrub down old mould and then paint? Or the painter has to remove the wallpaper first and then only a professional mould remover has to remove this?

normaly we would wash down any areas of mould with a dilluted bleach this kills the spores and provided problem of damp sorted should be no reason why you cannot paint over.
