most decorators put a coat on walls first as it tends to highlight any imperfections if to much filler we would touch up those areas first before giving a second coat

Why would a decorator/painter put a coat of paint on the walls first before filling the cracks. Then continue to fill blemishes between coats resulting in a blotchy finish. Is this normal practice?
