Painting over old gloss and bare wood.

My joiner has sanded back stairposts ready for me to paint,the wood is bare in some places and old gloss(although sanded smoothish) in others. If bare wood requires sealing,will primer adhere to the painted surfaces or just peel off? Must I sand off all paint before commencing?

Yes you can prime over oil gloss but must be keyed well other wise the paint won't stick, then clean then undercoat then gloss again.the cheaper the paint the more coats you will need to apply. You can't just paint over gloss as its a slippery surface but as long as you de gloss it you then can apply paint to it.
