The existing ceiling is skimmed plasterboard and previously painted in deluxe which emulsion satin finish it has been rubbed down to remove the sheen and washed with clear water it has been repainted wit deluxe matt emulation and in several places the new coat is pealing back to the plaster I have coated the problem areas with unbound 5 parts water to 1 part bond but the ceiling continues to peel what can I do to prevent the peeling and enable me to repaint in matt emulsion.
