Stubborn textured wallpaper

I have removed 3 layers of wallpaper (not textured) and there is a layer of textured wallpaper still left. Steaming softens the paper and when I attempt to remove it, it appears more like a gel or glue. It does not come off by peeling, nor in pieces of paper. It sort of melts and comes off in a glob of paste. Only a little bit comes off, leaving a chalky, crumbly plaster behind. It seems that this is only the top layer of the textured wallpaper that is coming off. It is very difficult to remove and what's left behind looks bizarre. As soon as I have removed the steam, the wallpaper solidifies again and I can't get anything off. Any advice greatly appreciated.
