Bathroom wallpaper removal

I am trying to remove wallpaper in a bathroom. It seems to want to come off in 2 layers, the first is very easy to peel off, but a paper backing is staying put on the walls. When I do get it to start coming off, it pulls the mud and drywall in some places. Any suggestions to get the walls ready to paint?
