Wall paper border

I"'ve tried steaming, soaking, the border just comes off in little pieces....it's like its been super glued to the wall?

Slice through the boarder with fresh Stanley blade to allow the steam from the steamer to get to the backing of paper. Sometimes it can be a vinyl or gloss paper which will take a while to be penetrated through. Scoring the paper will speed up the process. Hope this helps
