Papering over vinyl wallpaper

I have done this and it has all peeled off. Can I use pva glue instead of wallpaper glue to stick it again please

You would be better to strip the old paper and then hang the new paper onto a bare wall, wallpapering layer on layer is not recommended and can cause damp issues as it stops the wall breathing. Vinyl wallpaper is also inhenrently resistent yo adhesives sticking so any new paper will not stick properly.
