Remove stubborn wallpaper

Old house, some walls with line plaster. Previous owners have put vinyl wallpaper over old wallpaper the result being that no amount of steaming, scraping is getting it off only in minuscule amounts. Soul destroying. Do not want to paper over it so how do we get it off? Tried DIF solution and that’s not helping much either :((
