Stubborn under layer of border wallpaper

Using fabric softener and water the top layer came off but the bottom layer is stubborn and will not come off. Please advise. We want to paint

Either use a steam stripper or just keep soaking in with soapy water till is compleatly soaked I should come off better the more soaks the better M

It’s a case of keep going ..... Other than fabric softener try warm water & a little washing up liquid . Once you have the majority off , then let it dry and sand it down with a fine paper no more than 120 grit .
