Lining paper

I removed some torn lining paper from a wall as it was ripped, the lot came off without any water etc and the plaster behind it was very flaky, I sanded this down and mist coated it twice and then put fresh lining paper on top but the lining paper will not stay down, I have reglued the edges that are coming apart but this just keeps drying out and parting more each time. Can you advise what to do next? Is it possible to cross line in with another layer of lining paper?

Hi sounds to me it’s the loose plaster on the wall I’m afraid I would stir up it completely back to wall again Then scrape any loose plaster Fill any bad areas with easy fill (any good paint supplier will sell it ) Sand all edges away Apply a coat of oil based undercoat to wall allow a day to dry Then put your lining paper up This will work I hope this helps
