Painting lining paper

Decorating sons new house, plaster walls covered with lining paper as wants "warm to touch" finish. Put base sealing coat of emulsion but lots of bubbles, suspect wall not sized properly and polyfilled. Have cut worst bubbles and reglued and painted. All bubbles disappear when paint dry. Will top coat of good quality vinyl emulsion cause lining paper bubbling? Want to avoid this if possible as means cutting, regluing etc and soils finish. Should I just go ahead with top coats, and when bubbles appear, let them dry out naturally as wall goes nice and smooth again when they've dried out? Urgent help most appreciated! Richard
