Removing wallpaper that has been applied over lining paper

Just moved into a house where all the walls have lining paper. In the bedroom one wall has had wallpaper applied over the lining paper. I want to repaint all the walls, and was wondering whether it is possible to remove the wallpaper whilst leaving the lining paper underneath intact in order to be painted over.
