Rising damp

I recently had my front room plasterer. Before he did the work he said that it looked like I had a bit of damp (not too bad) around some of my skirting boards. Maybe rising damp. Unfortunately I couldn't afford to have it checked and sorted so I just got it re-plastered. Now I'm ready to have my front room painted. It's been 3 weeks since it was re-plastered. There doesn't seem to be dark (wet) patches on my new plaster apart from slight patches now and again. It's definitely not all the way around. My questions. 1) Would the wet patches have appeared by now if it was rising damp? 2) Would a protective damp proof paint help them coming through or possibly make it worse (before I paint over)?
