Unbudging Border Paste

I have been working on removing a wallpaper border that I swear was put on with glue, not paste. I can peel the top layer off after steaming, but the bottom layer or backing is so difficult to get off that I'm damaging the wall with scraping. I have tried everything from vinegar to Goo Gone. Short of sanding it off, I am at a loss as to how to continue. Please advise on what it could be that the used to put it on, and how to proceed to get it off.
