Im having issues with a Unprofessional tradesman?

Kb painting (hassle free painting) Has done shoddy poor painting work with patches all over... Started 7 days work and 3 months later still not completed to standard, Cash was taken from me as he insisted he had back account issues at the time..no vat receipt given or invoice for £2000. Txt/calls being ignored for weeks... The work is still not completed to a satisfactory standard ...he has Had to come back a number of times to rectify his mistakes but still needs to finish the job he has taken the money for. Please help...should I contact trading standards?also HMRC as no vat receipt and wants cash in hand
