its possible your hitting concrete and if the said drill bit is a "diy" bit it may not be up to the task. a Handyman under general maintenance should be able to do this however a rule of thumb a callout is around sixty pounds.

I agree with the previous answers - you are hitting a steel reinforced lintel. The easiest solution in my view would be to go for a longer curtain pole so that the fixing points are clear of the lintel ( 30 cm projection over the window reveal should suffice).
Require to install piece wood along top of window to fix curtain fixtures on to possibly RSJ metal support beam above window which will break drill bits you can get drill bits to go through metal beam but to save cost fix wooden batten along top window
may be a concrete lintel or could be a steel catnic lintel depends how old house is as to what is likely to have been used probably need a joiner with hammer drill
