Repainting a concrete floor

Hello, I've recently acquired a commercial unit within a garden centre and have painted the floor. Unfortunately, the paint hasn't adhered the the surface very well and has started to crack and peel in places. This is likely because the previous surface wasn't prepped very well (i.e. there was still adhesive on there from the previous carpet). We now need the paint stripping off the floor so that we can repaint it. I've looked at hiring something like a concrete floor grinder, which looks like it would do the job, but would rather the experts came in to do it. What category of tradesman would I be looking at for this sort of job?

once the floor is cleaned a mixture of water and pva brushed onto the floor will seal it and give a paintable surface
