What sort of tradesman do I need?

We have a concrete structure, a large ring on 4 pillars. Areas of the ring have cracks. I would like someone to take back to good area and rebuild. Not sure who I need. Any ideas?

Initially a good general builder will be able to give you an idea of what is required. Hope that helps
