Hi there. To remove paint off brickwork you would need to sand blast it but then you have the worry it might blow your mortar out from between the bricks. I would suggest you paint it with a stabilising solution which would bond any flakey paint and give a good solid surface to paint it white again.

This would require sand blasting or rendering or paint again with a sad text paint.
