Who is the right person to finish building work around a window ?

One small windows in a en suite toilette (which I've removed) has not been finished when the previous owner fit it. So there is a small building work to do externally and removing the tiles inside the window, broke the panels that were supporting the tiles. So it needs some small builder fixing before the plaster can make the wall ready for the painter. Who is the right person for this work ?
