What tradesman do i ask for to screw window shutters to my house

I have 4 window shutters that are just screwed flat to the house next to my 2 upstairs windows. I just need them taking off and replacing with some new ones I've bought. I have the fixing screws but not the rawlplugs. If the same holes can't be used I need new ones drilling and old ones filled in. I don't know which tradesman to advertise for and what job to click on to as nothing matches. Plese advise?
