I would advise small claims court if you have a receipt for the money you paid?

If a tradesman has taken money from you and hasn’t returned then that’s theft you should report them to your local trading standards authority and the police take this as a lesson learned if your going to pay money up front to a tradesman you want all there details home address work address all contact numbers and ask to see identification if they have intentions of completing the work they will be happy to provide these details if not don’t pay simple as that
