When I flush the toilet, the water goes under the paper and lifts it along with some of the lighter waste. When the bulk of the waste has drained away, it leaves most of the paper and lighter waste floating so that it takes 2 to 3 flushes. the toilet is a newish design with slanted walls, but minimal bowl.
