Re-opening a hole in exterior wall

I want to reopen a cable hole in an exterior wall that a previous owner drilled, but later plastered over on the inside. The hole itself wasn't filled in as I can push a cable quite deep into it. Would it be possible to run a masonry drill from the outside and reopen it without blowing the plaster inside?

First of all make sure that there isn’t anything in this previous hole such as capped off pipes or electric cables Then make sure that you have a new sharp drill bit and start the hole with the drill off its hammer setting Should be an easy job
