Who can assess issues with mould and broken seals on windows?

I have a tenant who has continued issues with mould appearing. Despite cleaning and using anti-mould paint it still occurs, even with dehumidifiers in the room. Could this be an issue with the wall and coming from outside?
He believes that a seal has gone around the window where the mould is occurring.
