Flexible fill loops are very common and not against any regs. The danger ( from united utilities view ) is that water from heating loop can travel back along cold water pipes and into the water supply. To prevent this most modern fill loops are fitted with a tap and a non return or check valve. It is The view of the utilities companies that fill loops should be disconnected when not in use.
