Hole drilled too big

I am fitting a heavy mirror and one of the holes drilled-out too large, the brick just turned to dust around the drill bit. I am considering filling the hole with filler and allowing a raw plug to set, and then put a screw in. Is that a terrible idea?

If you are going to do it this way use cement and not filler and set a raw plug into cement before it sets
