A general question about builders responsibilities.

I hired a builder to do some work on my garage. He reversed his van into my drive and broke the man hole cover into little pieces. He is only offering to pay half the costs. I think he should pay for it. If he broke a window or a chair, I am sure he would pay. Are all builders covered by insurance that I can claim. Ps I got the builder from this site.
