Rewiring apartment

I'm considering rewiring my apartment in London, it is an old 70s building and is a two wire installation (old style red wires in the walls.
From what I know most of the new fancy light switches require a 3-wire system, is this now standard or need to request it from the electrician (and comes at a premium)?
